There is a happy hour menu, and it is not a stripped-down version of the carte. It is six plates the kitchen wanted to serve in smaller form, with wine and beer at prices that let you stay a while.
What is on it
Endives au gratin, grilled oysters with jalapeño butter, tuna tartare, the onion soup, a mac and cheese skillet, and three sliders. Wine by the glass at eight and nine dollars, beer at five, and a different spirit open each week. The whole thing is on the happy hour menu.

You can order it anywhere in the restaurant. Not only at the bar. Sit at a proper table with a proper glass of red and an order of oysters, and take the evening from there.
It is the least formal way into a room that can look formal from the sidewalk. That is what it is for.
